The main idea of the project is to develop a citizen-centred smart public governance (CSPG) conceptual framework (Figure 1), driven by the substantial principles of citizen-centricity and smartness in governance.

Specifically, the innovative CSPG framework is to be based on an original methodology that builds on the renowned Swiss e-government stage framework (Meier et al., 2019), is supplemented by several other CSPG frameworks (i.e. Barnes et al., 2008; Bonson et al., 2015; Estevez & Janowski, 2013; Schedler, 2019; Janowski et al., 2012; Klaus, 2016; Curley et al., 2016; Linders et al., 2015; Meijer, 2015) and tailored to the specifics of the Slovenian public administration, enabling unprecedented comprehensiveness, aided by sophisticated software tools, methods and a customized survey, involving a multi-stakeholder perspective.

The framework encompasses a comprehensive set of CSPG principles derived from the renowned Swiss e-government stage framework (Meier et al., 2019), supplemented by several other CSPG frameworks and related dimensions (i.e. Barnes et al., 2008; Bonson et al., 2015; Estevez & Janowski, 2013; Schedler, 2019; Janowski et al., 2012; Klaus, 2016; Curley et al., 2016; Linders et al., 2015; Meijer, 2015), ultimately leading to clearly conceptualized outcomes of implementing CSPG in public institutions.
